Yogi proposes a UP where two-children families would receive a host of welfare benefits





The Uttar Pradesh State Law Commission has released the first draft of the bill aimed at population control and has sought public opinion till July 19. 

The release of the draft bill comes at a time CM Yogi Adityanath has said the government will bring in a new population policy for 2021-2030, which is expected to be announced on World Population Day on July 11.

UP State Law Commission Chairman Justice AN Mittal informed after the enactment of a new law, the benefits of state government-sponsored welfare schemes will be limited to only those with two children or less. The bill also limits ration card units to four. 

If implemented into law, the proposed bill will provide benefits to those who have only up to two children. Anyone who adopts the two-child norm can avail certain benefits, including a soft housing loan, rebate on charges for utilities such as water, electricity, and house tax, among other things. 

Government employees who adhere to the two-child norm will also get two additional increments during the entire service, maternity or paternity leave of 12 months with full salary and allowances and accessible health care facility and insurance coverage to the spouse.

Not only this but individuals who will adopt one-child policy will additionally get accessible health care facilities and free insurance coverage to the single child till they turn 20. Preference to a single child in admission in all educational institutions, including IIMs and AIIMS will be given. 

The government will also provide free education up to graduation level and scholarships for higher studies in case of a girl child. 

It is worthy to note that these benefits are not limited only to the public servant but also to the general public. 

The proposed policy will increase the accessibility of contraceptive measures issued under the Family Planning Programme and provide a system for safe abortion.

Apart from this, a clarification has also been given under Section 17 that those married couples expecting a child at the time of commencement of this bill/act shall not be deemed to be in contravention of the two-child norm.

Some certain exceptions and concessions are provided under the proposed bill for unforeseen circumstances such as multiple births during the second pregnancy and in case of disability of a child or their death.

However, AN Mittal also clarified that there would be no relaxation given in cases of polygamy and polyandry. “Those who are questioning this must know that the government can’t invest money of taxpayers on them with more than two children.”

Last month, Assam Chief Minister Himanta Biswa Sarma also announced that his government would gradually implement a two-child policy for availing benefits under specific schemes funded by the state.
